Threaded Comments: Allow users to see existing threaded comments without needing to make an initial comment#64

As a User, I would like to be able to view existing threaded comments by other user without needing to make any initial comments myself. At the moment, existing threaded comments by other users can only be seen after I make a comment.

It is a big problem if all users are not seeing the same information. That is why fixing this is essential.
