Time Tracking: Have restrictions/permissions for certain features and editing#115

As an admin,

I want to be able to set restrictions/permissions to users,

So that it can help control what actions can be done by users. e.g.: Not all users should be able to delete existing logs, or be able to edit it freely, or able to download the log report.
