Time Tracking: Support Notifications#107

As a User,

I want to be able to notify other users watching the Card/List when inputing time logs. And/Or the ability to mention other users in the time log.

So that it’ll be easier for other users to be aware of the time log input. This helps avoid situations where the time logs are missed out, especially for organizations that heavily rely on it.

This would be an awesome improvement to the product so that an admin knows when anyone on their team has made any entries versus having to go into Trello, going to the Time Tracking tool and run a report each time.
