Threaded Comments: Allow to remove/disable/close the warning message banner regarding inactive license#104

As a user

I want to be able to remove/disable/close the warning message banner regarding inactive license.

So that I can better see the Threaded Comments window, as the banner is taking up a lot of space. The message should be dismissable, as some organization may have used the power-up in the past then decide to not continue renewing it, but still would like to gain access to past comments in the power-up.
